After I confirmed with my USFS contact that the info they provided this morning was indeed correct, they came back to me this afternoon with the above text.

The Quinn River and Rock Creek sites at Crane Prairie are not opening today.

We will update this when we know they will be open.

Sorry. Bad info from the Forest Service. I know we are all hopeful for more accessible water.
